Alexander contends that, under Ronald Reagan in the 1980s, the government crackdown on drug use in black ghettos led to unusually large numbers of black men finding themselves behind bars. Indeed, the prison-industrial complex that sprang up around these draconian drug laws has benefited most from America’s imprisonment of huge numbers of black people. Alexander posits that much of the ballyhooed crack epidemic did not yet even exist when the government began to impose tough prison sentences for possession of crack cocaine.
